Though they do not tend to be openly hostile toward humans, and have a long-term goal of serving their own interests, they do not like to be deceived, and if their plans are thwarted or their goals are thwarted, they are capable of extreme and violent acts of revenge.
The Exiles' goal was to escape the destruction of the universe by Time Lords and/or Daleks, and to restore the universe to its original state (in which there were no Time Lords or Daleks). The reason they sought out the Tenth Doctor was because he stood in their way. The Doctor's interference with their plans even caused them to sever ties with him.
The Exiles were the Guardians, an ancient species that had been tasked by the Time Lords with the preservation of the universe.
