Horstmann was born in Minneapolis, Minnesota, United States. He is the son of Dr. David Horstmann and Shirley Horstmann. He has a brother, Tim, and a sister, Melissa. He graduated from Harvard University in 1999 with a Bachelor of Arts degree in Broadcast Journalism. He studied abroad in Florence, Italy. He later attended the University of Minnesota Law School to obtain his Juris Doctorate degree in 2003.
