Rocko personality type is ISTJ, which is a school kid version of the original stereotype.
Like the original Rocko (from Hey Arnold), the new character's name is short for Rocko's Modern Life. It's a series that's been on the air since 1993, so it's not as if the series has suddenly changed. That being said, I do think the character is better than he was before, and I would argue that he's as close to an accurate depiction of Rocko as he could be.
Of course, this doesn't make him any less of a jerk. He's still always dismissive of his younger sister, and he still comes up with ridiculous schemes to try to get her to cough up some cash for her own well-being. But at least now he's not a complete jerk about it.
The actual humor here is excellent. It's not a huge departure from the original or anything, but it's still good. The original series was funny in part because it was extremely funny for kids. It was smart for adults, too, but not quite as smart as it was for kids. Hence the need for a kid who could actually understand the humor when it was coming at him.
