Rathbun's career as a New York City police officer began in the late 1970s, when he joined the New York City Police Department's 18th Precinct. He went on to work as a police officer in the New York Police Department's Midtown North and Midtown South precincts, and then was promoted to the rank of sergeant. Rathbun received a Bachelor's degree from Fordham University, where he was a member of Phi Beta Kappa. He also received an honorary doctorate from the university in 2012.
Rathbun was exposed to organized crime as a rookie police officer in the late 1970s, and his fellow officers nicknamed him "Sarge", because he was "always in charge". In 1980, Rathbun became involved in a murder investigation of the Sindona family of New York City. The family had ties to the Sicilian Mafia, and used their influence to control labor unions and other rackets in New York City. The investigation would lead to the arrest of mobster John Gotti.
In 1986, Rathbun was assigned to the New York City Police Department's Organized Crime Control Bureau.
