Neo-Tojo is a member of Celestial Being, a religious group that seeks to use mobile suits for the sake of saving humanity. He is often seen with his fellow enforcer Chibodee Crocket and his lieutenant, Kycilia Zabi.
Neo-Tojo uses a primary weapon called the "Tojo Cannon", which is basically a large energy cannon on his shoulder that can be used both to fire beams or bullets from. He also carries two large guns called the "Twin Forsei", which are like large machine guns.
