The Natsuiro Matsuri TV series was created by Akitoshi Kawazu and Yūsuke Kuroda (director and story editor), and produced by TYO Animations and TV Tokyo.
Kawazu and Kuroda had previously worked together on several other anime television series, including: Fullmetal Alchemist: Brotherhood, Crayon Shin-chan: Invasion, and Tantei Opera Milky Holmes.
When creating Natsuiro Matsuri, Kawazu had several ideas in mind while writing the series. He stated that he wanted to make a fun show with a unique setting, while also ensuring that it would be able to stand out from other anime series.
