She has a plan to use their corpses to create a super weapon that will destroy the world, and she obviously doesn't care what it does to anyone who it kills, but she's willing to let people get killed if they stand in her way. She also wants to foster an environment where "the weak shall perish" so everyone can live in fear and everyone will accept her rule and let her do what she wants, which is basically the political ideology of most psychopaths.
