    Gong's parents were high-ranking officials who devoted their lives to the struggle against Japan. They had joined the Chinese Communist Party (CCP) early in the 1940s and had been heavily involved in the anti-Japanese resistance movement. The Gong family was staunchly pro-Chinese and pro-Communist. The father was a veteran of the Long March, a military leader and a veteran of the civil war against the Kuomintang. Gong's father was noted for his physical toughness and for his complete devotion to the Communist cause.

    After leaving Qinghua University, Gong worked for several years as a journalist in Shanghai, where he was a close friend of Mao Zedong. Following the Communist victory in 1949, he was appointed editor of the People's Daily, the official newspaper of the CCP. He subsequently served as vice-minister of public security and minister of public security. He became a member of the Politburo in 1973. Gong was also a member of the Central Committee and the Politburo from 1972 until his death in 1976. Gong was an advocate of "political reform" and was responsible for drafting the policies of the Cultural Revolution.
