The first time the Sole Survivor enters Vault 81, Ashes runs past them out of the vault. When Erin Combes is talked to, the quest Here Kitty, Kitty starts. Ashes runs outside of the vault to the northeast of the nearby Chestnut Hillock Reservoir, near the dock. Upon completion of Here Kitty, Kitty, Ashes will usually follow Erin Combes.
