Ronald Tanner was the principal of Shaw High School before the Great War. At some point prior to his time at Shaw, Tanner was a salesman for Vault-Tec, but did not perform well and was fired.With many students failing their tests, the Boston school district Superintendent Marcello took notice and began urging for him to find ways to fix their low test scores. Unhappy with his job at the school but still fearing being fired, he came up with a scheme to rapidly boost students' scores and acquire the money required for his "much-needed retirement." This plan involved a large quantity of Mentats and a group of school bullies, Rusty Burton among them. Providing the students with Mentats via the "detention regulars" resulted in the overall grades of the school skyrocketing. With grades improving, funding for the school would also increase, and Ronald planned to keep some of the extra funds for himself.
