Yang Sung-Sil was born in a small village in Chonnam Province and his family moved to Haeju when he was young. Yang graduated from High School in 1940 and entered the Department of Commerce at Gyeongseong.
During Japan’s occupation of Korea, Yang was assigned as a member of the civil affairs department, but was later assigned to the general affairs department of the police and the military intelligence. Yang served in the Korean civil administration office, but after the establishment of the Republic of Korea he retired from service.
The North Korean Government awarded Yang Sung-Sil with the Order of Merit for National Foundation, Cheonjiwang Medal for National Strive, Order of the National Flag, Order of Service to Independence and Constitution, Distinguished Service Medal, Order of Military Merit and several other medals.
