In my experience ISTPs are not always as outgoing as the question implies. In my case it has been quite the opposite. They are reserved, quiet, always thinking of something else, and will not initiate much if at all. But when they do, it is hard to resist them.
As a result of my ISTP personality type, I have had a lifetime of very close relationships with other ISTPs.
I have known a few ISTPs who have been in a relationship with a Seer type. The thing is that the ISTP will be pulled into the Seer’s world, at least temporarily, as he will be doing just about anything the Seer wants him to do.
