Megamind is a "bad guy" in this movie. He was created by the villain in order to kill Metro Man, who would have been better than him and would have gotten rid of him. Megamind was most likely created by Dr. Arthur Light, but it is unknown if he was created by Roxanne Ritchi or Dr. Light.
Megamind is first created along with Minion and Metro Man by Dr. Arthur Light. However, later on, he gets a new nemesis in the form of Roxanne Ritchi at the very end of the film when he fights and defeats her.
He does not appear in the movie The Incredibles, but his voice is heard singing a song, "Where I Am from" (which is an adaptation of "Where I'm From" from the cartoon series SpongeBob SquarePants).
