The writers do such a great job of making each of the characters distinct that it's easy to forget that there are only so many actors they can use to voice seven different characters. Even the character who is most likeable sometimes feels a bit off, and that's especially true of this one.
That said, I'm not sure if it's just a case of him being tired or just playing up his emotions a bit. It seems like he's always doing something, whether it's eating a huge dinner or saving someone from a burning building, and you never get the sense that it's done for no reason. He's always on edge, and he definitely doesn't have the best poker face.
