I think she's right that he does use mind control on people. So it's just one of those odd twists of fate that she ended up with a soul that is probably more capable of fully understanding him than the rest of his victims.
I don't think the woman who killed him was actually Dolores. She was just as surprised as Dolores when she found out who he was, and she was only trying to kill him to make him suffer. She wasn't devoted to him. I think it's more likely that he's still there, somewhere in the castle, but her smoke has already dissipated and he hasn't emerged yet.
I'm kind of hoping for a twist ending where we get to see this guy again at the very end of season 8 (and from his perspective) and find out how he's been surviving in the past 4 years under the control of this other personality.
