This is just not true. If you want to focus on the core issues, then you will necessarily have to focus on the core obstacles. However, unless you are willing to address the core obstacles, you will not be able to make your core issue accessible to the world. The only way that you can make a core issue accessible to the world is by addressing its core obstacles.
