Nanu, a new character introduced in Pokémon Sun & Moon, is an example of this. He is a researcher who can supposedly read the minds of Pokémon and knows the thoughts of others simply by looking at them. This means that he's a psychic, but in spite of this the game never makes it clear whether he has any psychic powers or not.
In an interview, Game Freak's Tetsuya Watanabe claimed that Nanu is a "psychic" because he can read the minds of Pokémon. This statement has been brought up many times since then, with people claiming that Nanu should be a psychic but he isn't because he can't read other people's minds. The problem with this claim is that his role doesn't even require him to be able to do this.
