The Fi function is used in a very different way than it is used in most other personality types. The Fi function is used used to "see the possibilities" of a situation or idea, and to imagine the potential consequences of a course of action. INFPs use Fi to "get lost" in their imagination, to explore possibilities that others may never even consider.
This emphasis on imagining possibilities is also one of the most controversial aspects of the INFP. They have a very strong sense of personal morality, and have a very strong sense of what is right and wrong. Because of this strong moral compass, other people sometimes feel that INFPs are not living up to their full potential, because they are not taking advantage of all the possibilities open to them.
In the INFP's mind, this is a very good thing. It is not for them to take advantage of every possibility that opens up to them; it's their job to explore those possibilities, and then make the best choice based on what they've learned.
