The Doujima area was originally called Ōmura on the Sea of Japan coast. The area was very sparsely populated with only about thirty households in the early Edo period. The area was only sparsely populated because it was not considered an ideal location for farming due to its difficult terrain. The area was also susceptible to flooding and tsunamis.
In the early Meiji period, the area around the Oseibaru Port, now known as Doujima, became a popular destination for tourists. The area became an official port in 1876. The port was greatly expanded with the construction of a lighthouse in 1914, and a coal depot in 1918.
