This is a direct quote from a real phone call between the two (which is later edited into the movie). The phone call was made by actor and writer Keanu Reeves. In fact, the phone call is so real, it was used in the script of the movie, which was written by Reeves.
The phone call actually took place before the movie, and was recorded on a cell phone. When that phone was later confiscated by the police, they found that it had been used to make at least 25 calls, during which the user had called an unknown number.
