Gladstone was born in London, England, in 1875. He joined the police force in 1895. Gladstone served in the ranks of police constable, sergeant, and inspector. Gladstone served in the Metropolitan Police force until his retirement in 1932.
Gladstone was awarded the Queen’s Police Medal in 1908 “for distinguished service rendered in supervising the work of the Special Branch of the Metropolitan Police.” He also received the King’s Police Medal in 1921.
Gladstone is best known for his role in the prevention of the First World War during his time as Inspector-General of the Special Branch. Gladstone’s efforts are credited with preventing Britain from becoming involved in the war before it began. Although Gladstone did not personally make the decision to not enter the war , he did make the decision to keep Britain out of the war for several years.
The New York City Police Department named its Intelligence Division in Gladstone’s honor. The division has held annual dinners in Gladstone’s honor since 1954.
