I think this is a good way to think about the difference between the two types. The latter type is going to be more likely to have a position of authority or leadership over others. Such a person tends to have a harder time navigating the "power dynamics" in an organization. In contrast, the former type is going to be more likely to be a manager or a team leader, etc.
