Junko Enoshima personality type is ENFP, and is very easily influenced by those who can influence her. Even those with few feelings and emotions. I think that's the same as the people who influences her as a villain (I've seen both types in action). That's why I think she is more like a leader than a villain. She's an Enfj, but her personal development and charisma is so bad that she can't lead or inspire others too. Her actions and words is not representative of the Enfj. She is a parasite and a parasite is not good for the host. Because she is not good at it...but is always there.
She has never been good at anything that requires emotions and feelings, she just use her human resources to do it. Junko is featured as the main antagonist and mastermind in the first two games of the series as the true identity of the robotic teddy bear headmaster Monokuma, in the spin-off Danganronpa Another Episode: Ultra Despair Girls in the guises of Monokuma variants Shirokuma and Kurokuma, and in the anime Danganronpa: The Animation and the "Despair Arc" of Danganronpa 3: The End of Hope's Peak High School. The identity of Junko is also adopted by her fraternal twin sister and body double Mukuro Ikusaba, the pair and their cult being known as the Despair Sisters, and by the showrunners of the Danganronpa reality television series. The character has also appeared in manga and musical adaptations of the series, in Danganronpa V3: Killing Harmony in a cameo appearance, and in the light novel series Danganronpa Zero, in which she is depicted as its amnesiac protagonist.
