Galán was born in Quito, Ecuador, to a middle-class family, one of four brothers. His father was a junior civil servant and his mother was an elementary school teacher. Galán's eldest brother, Luis Alberto, was killed in action in World War II.
His mother, María Eugenia Galán Sáenz, was a very strong disciplinarian who believed that the family should never be undermined by the child's education. Galán attended the Quito Country School, where he excelled in science and mathematics. In 1936, he graduated from the Colegio Militar de Quito, a military academy founded by the dictator Gabriel García Moreno. After graduating from high school, he spent a year at the National University (Universidad Nacional), but left without taking any classes.
Galán's other brother, Jorge, was a writer and diplomat.
Galán worked as a clerk at the Ministry of Foreign Affairs (Ministerio de Asuntos Exteriores).
