Neloth was a master thief and blackmailer, and he was a particularly good one. He was always able to find a way to make money and keep his secrets, and he was also skilled at the fine art of dissembling. His sense of humor was dry and sarcastic, and he took no nonsense from anyone; both of these qualities were invaluable assets as he ran his little empire of crime around the Imperial City.
While most of his life was spent out on the streets, occasionally he got quite ambitious and went after bigger targets. He used his skills as a thief to steal powerful artifacts from those who knew them; those items were then used as blackmail or bargaining chips with others.
I wonder if he intended to use any of those artifacts for personal gain at some point in his life…
