Raito was the first character I created when I tried making a Persona 5 protagonist, which I did in the summer of 2016. I wanted to make a detective type protagonist, but I didn’t want to make a “hard core” detective like Conan from Detective Conan or Sherlock Holmes. I wanted to make a sort of “everyday” detective. In real life, detectives have a really hard job so I wanted to make a protagonist that was like a normal person who was able to be a detective.
I thought the main character would be a guy, so I made Raito a guy. But his design was really good so I kept him.
