Apparat personality type is INFP, so he's an ENFP at best. I tend to think of him as a dreamer who happens to be very good at getting shit done, so he might lean more towards the ENFJ side of the spectrum.
As for the tattoos, I think he took them as a symbol of his dedication to being useful and a counter to the fact that the police force is a lot less "community oriented" than it used to be.
I don't know if he got his tattoos after being physically injured at work, but I've been thinking lately that maybe not all of his injuries were accidents, especially since he has been injured a lot over the years.
I think his goals are pretty clear, and if he's any sort of "good guy", he'll stick to them. I doubt he'll ever go for a City Council seat, but perhaps a local office.
