The actress was born in Busan, South Korea. She attended Busan High School of Arts. She went to Dong-A University in Busan to study Broadcasting and Theatre Arts. In 1980, she moved to Seoul to pursue acting. She became a member of the Drama Club at Ewha Womans University in 1989. She was one of the few students who had the opportunity to attend acting classes at Ewha in the late 1980s and early 1990s.
Her first role in a MBC drama was in "Misaeng" (2001), opposite Lee Min-ho. She played the role of a mother who worked at an internet cafe, and gave her son (played by Lee Min-ho) life lessons. The drama was an instant hit, receiving critical acclaim, and Kwon soon became a household name.
In 2004, she starred in "The King and I". In 2005, she played the role of a high school girl named Kang Eun-taek in the hit drama "Boys over Flowers". The drama broke a lot of records, becoming the highest rated TV drama in South Korea's history.
