Arthur was born in Dallas, Texas, and graduated from John Horn High School in 1978. He attended Texas A&M University in College Station, Texas, graduating in 1982 with a bachelor's degree in Animal Sciences. After graduating from Texas A&M, he became a cattle rancher, and eventually owned and operated several ranches on his family's behalf. He also served as an adjunct professor in Texas A&M's Animal Science Department for five years.
