Yes. He was working with the Nine-Tailed Fox and was planning to kidnap or kill Naruto and Hinata. He was also planning to go on a rampage with the Nine-Tails chakra sealed in him, but I think that plan failed.

He stole it from Naruto. I think he went to Naruto's apartment and tried to convince him that he was a reincarnation of Jiraiya. The Nine-Tails probably didn't care what Naruto thought, and it went with him.
