Born in Kingston, Jamaica, Shaw grew up in a poor family, but was a bright child.[2] He won a scholarship to attend a school in Britain, and was sent there by his mother to be educated.[2]
In his teens, Shaw worked as a waiter and also as a painter. He then moved into television and film, working as an assistant director on several films,[3] before attending drama school in London.[2] His career began in the 1970s with a spell at the National Theatre, for which he worked on numerous productions, including The Plough and the Stars, The Homecoming and The Collector.[2]

Shaw was a producer of the production of The Man Who Cried Murder (1977),[4] and a director of the film version of the play, which was released in 1981.
