Goldman is the second youngest of five children, born to Abe and Fannie Goldman, who lived in the Jewish section of New York City's Lower East Side.
Goldman attended public schools and was a champion debater and student. He graduated from DeWitt Clinton High School in 1939 and went on to attend City College of New York on a scholarship. He intended to pursue a degree in engineering, but changed his mind after taking a course in economics.
During World War II Goldman joined the Army Air Corps (later the Air Force) as an aviation cadet and received his pilot's wings at Reese Air Force Base in Texas. He was then sent to Fort Monmouth, New Jersey, where he became a weather observer. He completed his service as a weather officer in 1945 and became a member of the Air Force Reserve.
Goldman earned a bachelor of science degree in economics from Columbia University and a master of business administration degree from New York University. He attended Columbia's School of Political Science and graduated with honors.
