Based on her actions in Phantom Pain, she's quite likeable. She's an expert in espionage, she's an expert in torture, and she doesn't care about the moral implications of her actions. It's a lot like Metal Gear Solid 3, where a lot of the conversation was about torture. The main character will torture people to get information, so she has the same dark side as anybody else.

Kojima: When you think of Metal Gear Solid, you think of Big Boss because he was the creator of it. It's not like he created Metal Gear itself, and then other soldiers came and carried on the legacy. We're not going to have a character that has no connection to Metal Gear whatsoever.
If there's a satellite, it has to be opened by somebody who has something to do with Cipher already. You've got to have the relationship of Big Boss, Solid Snake, Snake Eater. There are certain things that need to happen in order to activate a satellite.
