Meisa Hinata/Rose personality type is ENFP, so she's a definite "nice" type. She's very good at reading people, and probably as good as anyone else in the Police Force.
I also agree with you about her being a "nice" type. I actually love her design and personality for that reason. It's a bit of a shame she doesn't get much time to shine on the show, but I'm pleased she gets more than the usual cameo at the end of the episode, so I can't exactly complain.
I'd love to see her and Yuri interact with each other more, though, as they're both very sweet girls who would be great friends, and I hope the show expands on their friendship in the future.
As for her being an ENFP, I'd definitely say that's true. She does seem to have some extra layers to her, though. I haven't really seen any other Japanese ENFP characters so I can't really compare, but there's definitely a lot of extra layers to her that I think we don't get to see all that often.
