Judy Cooper was born in Seattle, Washington, in 1940. She was the only child of Olive and Charlie Cooper. Her childhood nickname was Judy Ann. Her childhood was not happy, as her father died when she was just four years old, and her mother later remarried. Her stepfather was a disciplinarian, and sex education was not offered at her school. As a result, she knew very little about sex and relationships when she grew up.
When she was nine years old, her mother left her stepfather and moved the family to Chicago, Illinois, where her stepfather became a successful doctor. Her stepfather saw to it that Judy had every opportunity to learn about the world around her through reading, going to museums, and even attending special classes at school.
