Ziyuan had been a state-owned mining enterprise manager in his hometown in Jiangxi province. He was transferred to Beijing in 2013 to work in the national coal mine administration, which is the national coal company under state-owned enterprises. It was not a career he chose. And while he said he wasn’t interested in politics when he applied, he quickly became involved in the work of the party and the state, joining a group of officials who worked on the recovery of the Three Gorges Dam after it was damaged by heavy rain in August 2015.
That was where Ziyuan met Tan Zuoren, who was then deputy director of the State Council’s Central Policy Research Office.
