The Guardian of the Portal
The Eternals are an ancient race of beings who were charged with protecting the Key to Time, which was hidden in the Earth's core. They used the Key to create a vast array of different worlds to house the population of the 2300 years that humans would inhabit the Earth. The Doctors come from these other worlds, as do their companions. The Guardians used a device called the Eye of Harmony to monitor and protect the Key, and when it was used to create the New Earth, they could sense the Doctor's arrival and intercepted him.
The Guardians have a number of different roles within the Eternals' society. The most important Guardian is always the one who guards the Eye of Harmony, but they also have a number of 'Secret Guardians', who are responsible for uncovering the history of the Eternals and monitoring the Key to Time. There are also a number of Custodians, who are charged with protecting and preserving alien technology. Finally, there are a number of 'Observers', who keep a close eye on the Doctor and his companions.
