The one thing that's very clear about Cap'n is that he's not an actual person. He can't be. The guys who worked on the show, including Joe Russo, have said that the character was inspired by the Captain America comics, but he's not an actual person. It's a lot of fun to watch him interact with the other characters, but he's not an actual person. That's why he's kind of fun to watch, because sometimes you forget that he's not actually there.
