Havelange was born on 7 May 1911, in Rio de Janeiro, Brazil, the son of a Swiss father and Brazilian mother. His father had emigrated to Brazil in 1882. He attended the Liceo Rio Branco, the Rio de Janeiro state school. He won a school prize for his Latin essay on the subject "From the Creation to the Flood". He joined the Liceo Rio Branco cadet corps after he finished school, and also enrolled at the Escola de Mecânica da Armada (later renamed Escola Naval). Havelange held posts on some of Brazil's major naval ships during his naval reserve service.
Havelange first played international soccer for Brazil at the 1938 World Cup. He also helped organize the World Cup in 1950. He was chosen as FIFA's first president in 1974, following the death of incumbent Jules Rimet. As President, he introduced changes to the game, including the change of the offside rule and the introduction of substitutes. A car accident in 1982 left him partially paralyzed, which ended his active involvement in soccer administration.

His tenure as President is the second longest in FIFA's history, behind only that of Jules Rimet. He received the title of Honorary President when leaving office, but resigned in April 2013. He succeeded Stanley Rous and was succeeded by Sepp Blatter. João Havelange served as a member of the International Olympic Committee (IOC) from 1963 to 2011. He was the longest-serving active member upon his resignation. In July 2012 a Swiss prosecutor's report revealed that, during his tenure on FIFA's Executive Committee, he and his son-in-law Ricardo Teixeira took more than $41 million in bribes in connection with the award of World Cup marketing rights.
