Nascido em Nova Iguaçu, na região Metropolitana do Rio de Janeiro, em 21 de abril de 1971, pai de dois filhos e empresário do ramo imobiliário, Marcos Braz é sócio Grande-Benemérito do Clube de Regatas do Flamengo, clube ao qual prestou enormes serviços, tendo ocupado diversos cargos administrativos desde 1995. Em 2009, foi vice-presidente de Esportes Olímpicos e também vice-presidente de Futebol. Em 2019, retomou a função de vice-presidente de Futebol profissional, ano que virou símbolo do início de grandes conquistas da agremiação.
Entre 2015 e 2016 assumiu a Secretaria Municipal de Esportes e Lazer da Prefeitura do Rio. Neste período destaca-se a gestão das 22 Vilas Olímpicas, que são importantes instrumentos de inclusão em áreas de grande vulnerabilidade social.
