Gordon did not become commissioner in a vacuum. He was the product of a career in law enforcement stretching more than three decades. He began in the Washington, D.C., Metropolitan Police Department as a uniformed patrolman at the age of 17 in 1978. He was later promoted to detective, which he held for six years.
After leaving the police force and working as a private investigator for a year, Gordon returned to the Metropolitan Police Department in 1983. He was assigned to the Records Division and examined old cases and criminal histories.
In 1986, the FBI asked the police department to help identify a serial killer in the Washington, D.C., area. Gordon spent almost three years tracking down the case and identifying a suspect who was later convicted of murdering three women. Gordon said he worked on the case for “a lot of days, a lot of nights, a lot of weekends” at a time when he was still a patrol officer.
Gordon also investigated some 200 sexual assaults in that same time span, including one case in which he was the lead detective.
