Minato Hikaru personality type is ENTJ, and Minato does have some of the qualities of an ENTJ (particularly in regards to being highly driven and competitive). However, he is also the least ENTJ-ish of the three main characters in the series. While he is certainly competitive and highly driven, his emotions are very much in check, and he is not nearly as prone to outbursts as Naruto or Sasuke. In fact, Minato's interactions with his former student are often more friendly and fatherly than even Naruto's interactions with Sakura.
If we were to compare Minato to any of the other types in the 16-type model, this would be a fair comparison. He is an ENTP, which isn't particularly different from a tertiary Ni type. That said, most NiTPs are more outwardly dominant than Minato is, while Minato is more likely to keep his opinions to himself and let his actions speak for him. This could be a reason that Minato is less likely to be seen as "outstanding" than Naruto or Sasuke.
One thing that is worth pointing out, though, is that Minato does have some dominant Ni type traits.
