He was a very good athlete as a schoolboy, and played Australian football with the Newtown Jets.

In 1981, Hawke became a member of the Young Labor Party and was elected to the Australian Youth Parliament in 1985. He was a member of the Young Labor National Council from 1987 to 1988 and served as its president from 1988 to 1989.

In 1987, Hawke became a member of the Democratic Labor Party. In 1988, he was elected to the Australian House of Representatives, representing the Division of Werriwa.

Hawke was appointed Minister for Labour and Industrial Relations in the Keating Government in December 1991, replacing the retiring Senator John Button. Keating needed a new minister to replace Button, who was retiring after fourteen years in the ministry. Hawke had only been an MP for two years at that time; he was one of several new MPs who were promoted into important portfolios when Keating took power. Hawke had previously been considered something of an "accessory" to Button; he had few ministerial responsibilities at that time, and his portfolio was never raised in parliament. Hawke's appointment was supported by the major media outlets.
