Black Manta first appears as a villain in the Marvel Comics series The Brave & the Bold #28 (August 1964) by writer Bob Haney and artist Jim Steranko. He is a member of the villainous team the Seven Real Men, a group of supervillains who oppose the Justice League of America. Black Manta's team is called the Society of Evil, and consists of him, Aquaman, El Dorado, Giganta, the Injustice Society of the World, the Joker, the Reverse-Flash, and the Wizard.
In his first appearance, Black Manta was a criminal who was a master of underwater robbery and murder. The Justice League soon caught him and Aquaman placed him in a water-filled cell under a waterfall on the remote island of Black Manta's birthplace, where he remained for decades.
In "Justice League of America" #22 (September 1964), Black Manta was freed from the water by a cross-dimensional supervillain named Doctor Destiny, who also freed other villains from their prisons.
