Matsukawa Issei personality type is INTP, but I have the feeling it's even more along the lines of ISTP. He's got the artistic, introverted nature of an ISTP, but I also see some ENTP in him (he's always thinking about the impossible-to-realize future, etc. that ENTPs are known for, and he's rather social, too, especially with female friends, like Rias). And he's also a bit of a nerd (he's really into computers and computers games), but I've seen lots of ISTP types who are nerds (like Shiba Miyuki).
I think I would've thought it was ISTP if I hadn't seen his interactions with Rias and Asia, particularly Asia. That's another thing that really stands out to me: I never see him seem to interact with Asia very much, and he seems to be rather oblivious to her. Whereas Asia has always been very blunt and outspoken to him, which I would've expected ISTP types to do, he doesn't seem to really notice Asia at all. That's also another thing that I've never seen an ISTP type do - interact so little with other people.
