I do believe that this is why we find it here; because the system was established by Germanic peoples, and it functioned for them. The system was not intended for Christians. There is a reason that the Catholic Church is a MONARCHY, and that is because it was not meant for a democratic system to begin with.
I would agree with you about the "bureaucracy" being a necessity for a social system, but I still see it as a system that is designed to protect the monarch from the "mob". The monarch would be so strong as to be able to do as he pleased, and he would be so strong as to be able to keep the "mob" from being able to do as they pleased. In a monarchy, power is held by those who have it, and their decision has a force behind it.
