One is the famous 19th century poet, María de Jesús María Escandón y Daza, who was the sister of the famous poet, Manuel José Arce y Daza. The other is Emilia Pardo Villarrutia, who was a Mexican-American writer and feminist of the early 20th century.
Both women are highly respected by Mexicans of all classes, so it seems fitting that Penelope would be named after one of them.
