Vhailor was originally written to be a character who had died in the game's code, but Bethesda has since decided to keep him out of the main story. He was planned as a potential companion for the player, who would have met him on the way to Molag Amur. The player would have had to escort Vhailor to the ruins of Vivec, to find out why he wanted to go there. Vhailor would have been the only character who could swim in the Sea of Ghosts, and would carry a weapon called a "Dwarven Axe", and a bow and arrows.
In the game's final release, Vhailor is not playable and does not appear in any content. The developers felt Vhailor didn't fit with the story, and that his presence would disrupt it. They decided to remove him from the main storyline, allowing players to explore his room at the Bitter Coast lighthouse with his belongings, but not interact with him.
