    Martinez was born in Brooklyn, New York, on March 26, 1929. Her mother was of Irish ancestry and her father was of mixed Spanish and Native American heritage. She was raised by her single mother, who had to work to support the family.

    Martinez graduated from Brooklyn College with a bachelor's degree in social work. She went on to the University of California at Berkeley to study political science, but left campus during her junior year to move to Washington, D.C., to work for Ruth Martin, the first woman elected to the U.S. Senate from North Carolina. Martinez entered the U.S. Naval Reserve after college, but left before graduating with the rank of lieutenant (junior grade).

    Martinez began work for Martin in 1954, working on issues related to cancer, welfare, and education. She became Martin’s administrative assistant in 1957, and served as her driver during her time in the Senate. Martinez also served as Martin’s chief of staff during her first two years in the Senate (1961–1963).
