Arasaka personality type is ENTJ, but I'm not certain that's possible in this game.
It's likely that the Arasaka family has a strong political agenda and is extremely ambitious, but they're not exactly evil. They want to become the most powerful family in the world, but they're not actively trying to hurt anyone. If you already have a high approval rating in Japan, they'll be willing to work with you. They'll help you fight against the warlords and give you more troops and money and military advisers and so on. They'll also be very cooperative when you're trying to create an alliance with someone else in the country.

It's important to note that these text descriptions of events (the "dialogue") are written by the game itself, not by me. So they might not be 100% accurate. For example, I think it's possible that the Arasaka family actually controlled the military and was behind the coup in chapter 2, but it doesn't say that in this dialogue.
